ZTE keeps track of the latest developments in global export control policies. In Q3, facing a complex and volatile external environment—marked by the extension of the Kuala Lumpur trade arrangement, tightening domestic compliance requirements for technology exports, and the U.S. proposal to advance new regulations on AI chips and models—the company remained highly vigilant and conducted timely business risk assessments. We have not only proactively developed contingency plans for potential external regulatory changes, but have also fully embedded our years of compliance expertise into core business areas, such as the booming server sector. Through a forward-looking risk defense mechanism, ZTE is committed to establishing robust safeguards to ensure supply chain security and stable business operations of its partners.

ZTE continues to leverage digital tools to enhance end-to-end process control, achieving significant progress in optimizing its compliance management systems in Q3. By pooling internal legal and compliance expertise, the company has comprehensively restructured and upgraded some of its core compliance management systems. Currently, multiple new core functional modules have been developed and deployed, covering key areas such as legal affairs management, anti-bribery compliance, IPR protection, and export control compliance. This restructuring has advanced the company's digital capabilities in legal and compliance, ensuring the efficient and accurate execution of compliance requirements, and providing a solid foundation for the company's robust business operations. Meanwhile, multiple algorithm and scenario optimizations were completed for the Enterprise Compliance Service System (ECSS) and Global Trade Services (GTS) system in Q3. These improvements have not only substantially enhanced screening accuracy and operational efficiency, but also introduced new screening interfaces for agent master data as well as countries of origin and destination, making compliance controls more precise and rigorous.
中兴通讯持续以数字技术赋能全流程管控，本季度在合规管理系统优化方面取得了重要进展。公司整合内部法律合规各领域的专业力量，对部分核心合规管理系统进行了全面重构与升级，目前已完成多个核心功能模块的建设与上线，覆盖法律事务管理、反商业贿赂合规、知识产权保护以及出口管制合规等关键领域。此次系统重构进一步提升了公司法律合规领域的数字化水平，确保各项合规要求能够高效、准确地落地执行，为公司业务的稳健运营提供坚实的合规保障。与此同时，企业合规服务系统（ECSS）与全球贸易管理系统（GTS）在三季度完成多项算法与场景优化，不仅大幅提升了扫描精准度与业务效率，还新增了人员主数据及启运国/目的国等的扫描对接，让合规管控更加精准、严密。

Compliance is the cornerstone of steady and sustainable business development. In Q3, ZTE proactively engaged with external stakeholders to deepen compliance collaboration, achieving fruitful results:
合规是商业发展行稳致远的基石。在三季度，中兴通讯积极走向外部，与多方深化合规联动，取得了丰硕成果：

(1) Empowering Enterprises in Going Global: ZTE's self-developed ECSS system and professional consulting services have recently won a series of bids for projects from industry leaders, including Luxshare Precision, Huaqin Technology, Changan Automobile, and Huayou Cobalt. These projects have established a comprehensive presence for ZTE across three major export sectors: electronics manufacturing, complete vehicles, and new energy materials. It not only validates ZTE's cross-industry adaptability of compliance solutions, but also provides a practical reference for more overseas-bound enterprises to build effective trade compliance systems.
（1）赋能出海企业：中兴通讯自主研发的ECSS系统与专业咨询服务，近期连续中标立讯精密、华勤技术、长安汽车、华友钴业等行业龙头项目，全面打通电子制造、整车汽车、新能源材料三大重点出口行业。这不仅验证了中兴通讯合规方案的跨行业适配能力，也为更多出海企业构建可落地的贸易合规体系提供了宝贵参考。

(2) Deepening Consensus Through International Engagement: In September, as ZTE's Chief Export Compliance Officer (CECO), I was invited to deliver a keynote speech at a compliance conference hosted by Jazz World, a Pakistani operator. After the conference, ZTE held in-depth consultations with the management teams of Jazz World and VEON Group regarding overseas application of the ECSS system and cooperation on the compliance framework. In the same month, I attended the APEC seminar on the sustainable development of Micro-, Small and Medium-sized Enterprises (MSMEs) hosted by the China National Institute of Standardization, sharing ZTE's experience in compliance capability development and ISO 37301 certification.
（2）国际交流深化共识：9月，公司首席出口合规官（CECO）受邀出席巴基斯坦运营商Jazz World举办的合规大会并发表主题演讲，会后与Jazz World及VEON集团管理层就ECSS系统海外应用及合规框架合作进行了深入磋商；同月，CECO出席中国标准化研究院主办的APEC中小微企业可持续发展研讨会，分享公了司合规建设及ISO 37301认证经验。

(3) Engaging with Customers and Government Agencies: During Q3, the Export Control Compliance Dept. hosted a government-organized enterprise exchange meeting and a visit from Japanese customers at the ZTE headquarters. Our compliance team shared the company's experience in compliance system development and the ECSS system, receiving high praise from all parties involved.
（3）客户及政府交流：第三季度，公司出口管制合规部还在总部接待了政府组织的企业交流会以及日本客户到访，就公司合规建设和ECSS系统进行分享，赢得了各方的高度评价。
