ZTE and ETB launch joint initiative to build Colombia's next-generation optical network
- ZTE and ETB partner to usher in a new era of all-optical networks, building a connected digital Colombia
- The project aims to make technology a creator of opportunities—enhancing the digital experience for millions of Colombian users

Mexico City, Mexico, October 24, 2025 - ZTE Corporation (0763.Hk/000063.SZ), a global leading provider of integrated information and communication technology solutions, with Colombia's leading telecommunications operator ETB (The Empresa de Telecomunicaciones de Bogotá) held a grand joint launch ceremony under the theme "ETB & ZTE: We together connect people, drive dreams, transform realities" during ZTE Broadband User Congress in Mexico City.
The ceremony was attended by key executives, including Mr. Song Shijie, Vice President of ZTE and General Manager of Fixed & Multimedia Products in International Markets; Mr. Jin Junjun, General Manager of ZTE Colombia; Mr. Nibaldo Enrique Toledo Takahashi, Chief Operating Officer of ETB; Mr. Luis Arley Castiblanco Romero, Chief Marketing Officer of ETB, and Mr. Efraín Martínez Monroy, Chief Technology Officer of ETB.
During the event, senior executives from both companies highlighted the partnership's strategic importance in the field of all-optical networks.
In a video address, Mr. Diego Molano Vega, Chief Executive Officer of ETB, highlighted the project's broader social impact: "This initiative is an important driver to make technology no longer a privilege, but a creator of opportunities. Through the partnership, Colombian users will enjoy a significantly enhanced digital experience across education, work, healthcare, and transportation. Together, ETB and ZTE will deliver an outstanding network experience for Colombian users."
Mr. Song Shijie, Vice President of ZTE and General Manager of Fixed & Multimedia Products in International Markets, reaffirmed the company's commitment: "ZTE will leverage its advanced all-optical network technologies, leading Wi-Fi 7 home broadband solutions, and extensive implementation experience to fully support ETB in accelerating broadband network construction and upgrades. We will deepen local cooperation, drive continuous innovation, and jointly explore new models and directions for network development."
Under the agreement, the two parties will jointly deploy all-optical networks across key regions, including Bogotá, within the next three years. The collaboration will utilize ZTE's end-to-end all-optical solutions, delivering intelligent optical networks with ultra-high speed, ultra-low latency, and ultra-high reliability. These networks will offer superior digital access services for Colombian homes, education, healthcare, and small and medium-sized enterprises, building a next-generation optical communication network with broad coverage, high energy efficiency, and excellent performance.
This partnership combines ETB's strong local resources and customer base with ZTE's global leadership in optical technologies and over 20 years of experience in Colombia. To address the uneven development of digital infrastructure and the urban-rural network gap in Colombia, ZTE offers cost-effective and rapidly deployable optical access solutions that help operators lower construction barriers and accelerate broadband expansion.
This collaboration aligns with the Colombian government's "Fiber for All" and "Gigabit Home" strategies, ensuring that every city, school, and community can enjoy fast, stable, and inclusive connectivity.
Once fully implementation, the project is expected to generate over 1,000 local jobs and foster the localization of the optical communication industry chain, creating long-term social value.
Reflecting the joint theme "ETB & ZTE: We together connect people, drive dreams, transform realities", this partnership represents far more than a technological partnership. It embodies a shared social mission, to connect communities, empower opportunities, and transform Colombia's digital future into reality.
