Shenzhen, July 29, 2026 – ZTE Corporation (0763.HK / 000063.SZ), a global leading provider of integrated information and communication technology solutions, today announced that its complete OTN portfolio covering backbone, metro and edge access scenarios has successfully passed rigorous assessments for the Substantial assurance level of the European Common Criteria-based Cybersecurity Certification Scheme (EUCC) . This positions ZTE as the world's first optical transport equipment vendor whose complete OTN portfolio has collectively earned this recognition. The certification further strengthens ZTE's prominent standing in security technology for global optical transport networks and showcases its core strengths in global compliance and cybersecurity. 

EUCC is the EU's first unified cybersecurity certification scheme based on common criteria, launched by the European Union Agency for Cybersecurity (ENISA) under the Cybersecurity Act (CSA). It is designed to replace the fragmented Common Criteria (CC) certifications of various European countries under the Senior Officials Group Information Systems Security Mutual Recognition Agreement (SOG-IS MRA). Boasting unified standards and cross-border recognition, EUCC serves as an authoritative cybersecurity certification system in Europe. At present, this certification has become a critical entry threshold for equipment selection and project procurement within the EU's information infrastructure sectors, including telecom, government, energy, transportation and finance. It is also one of the key certifications for telecom companies to enhance product security credentials and meet the market access requirements of high-end European markets.

The EUCC Substantial assurance level is a high-tier security assurance level within the EU's cybersecurity certification scheme. It applies to a wide range of core ICT equipment with stringent security requirements, and is particularly suitable for OTN devices that is responsible for core data transmission of the entire network and stable operation of critical infrastructure. It imposes comprehensive and stringent assessments on product security performance, compliance management and risk prevention capabilities, representing the EU's systematic and official recognition for security robustness and technical maturity of telecom equipment.

This certification covers ZTE's ten mainstream OTN products including the ZXONE 9700, ZXMP M721 and ZXONE 7000. The assessment system covers the full product lifecycle, spanning design and R&D, supply chain management, vulnerability remediation, security testing, physical protection, and O&M assurance. The entire assessment aligns with the international security standards ISO/IEC 15408 and ISO/IEC 18045, and is conducted by internationally accredited bodies. The certification results carry globally recognized credibility and industry authority.

This EUCC Substantial-level certification stands as solid evidence of ZTE's achievements in building its cybersecurity system and strengths in global compliance.
