Regarding policy monitoring and response, in Q2, the Bureau of Industry and Security (BIS) of the U.S. Department of Commerce issued guidance regarding the enforcement of license requirements for advanced computing items and relevant FAQs. These changes, after assessment, have limited overall impact on the company. In addition, the U.S. legislature is actively advancing several bills to tighten export controls on China. Accordingly, the company will continue to monitor relevant legislative and regulatory developments overseas.
在政策监控与应对方面， 二季度，美国商务部BIS发布了先进计算物项相关规则指南与FAQ等内容，经公司研判，这些变动对业务整体影响可控。此外，美国立法机关正在积极推进多部旨在加严对华出口管制的法案，公司将持续跟踪境外相关立法及管制政策变动。
At the same time, China successively issued regulations on industrial, supply chain security, and rules on countermeasures against foreign states' unlawful extraterritorial jurisdiction. Multiple entities from the U.S. and Japan were added to China's export control list. The company has completed policy interpretation and impact assessment, and implemented corresponding compliance measures to ensure compliant business operations. In addition, in response to China's increasingly stringent customs regulations on the export of dual-use items, the company strictly carried out various export compliance management measures to maintain a solid compliance foundation for business growth.
同期，国内先后出台多部维护供应链安全、反制域外不当管辖的相关法规，将多家美国、日本的实体列入出口管制管控名单，公司已完成政策解读与影响评估，落实合规适配举措，保障业务合规运营。此外，针对国内海关两用物项出口监管不断趋严的态势，公司严格落实多种出口合规管理举措，稳固业务发展的合规保障。
In Q2, our self-developed Enterprise Compliance Service System (ECSS) continued to gain recognition from industry leaders. The company secured compliance digitalization projects from well-known companies such as ANTA Sports, Voyah Automobile, LiuGong Machinery, Huayou Cobalt, and China Great Wall Industry, becoming a preferred partner for digital compliance management among top-tier enterprises in China.
二季度，公司自主研发的企业合规服务系统（ECSS）持续获得行业头部企业认可，先后成功中标安踏集团、岚图汽车、柳工机械、华友钴业、长城工业等知名企业合规数字化项目，已成为国内领军企业合规数字化转型的优选合作伙伴。
We also actively communicated our digital compliance management practices with external partners. In June, the company was invited to a workshop in Guangxi on enhancing trade compliance capabilities for enterprises with cross-border operations. During the workshop, we shared the ECSS-enabled compliance digital solutions and our cross-industry collaboration experience, contributing to more robust trade compliance practices. Moreover, the company has further enhanced its compliance credibility. In Q2, I worked with our compliance team to actively expand outreach to senior executives at multinational banks, while sustaining compliance engagement with the senior management of telecom operators. We systematically showcased our mature compliance management system and ECSS-enabled digital compliance management, comprehensively demonstrating our profound compliance expertise. Such exchanges have strengthened trust and recognition from customers across governments, enterprises, and financial institutions at home and abroad and laid a solid foundation for deep and long-term strategic collaboration built on security and compliance.
公司积极对外输出合规数字化实践经验。6月，公司受邀参与广西涉外企业贸易合规能力提升专项活动，现场分享ECSS数字化合规解决方案与行业实践经验，助力涉外企业提升贸易合规管理水平。此外，公司持续深化对外合规增信。二季度，首席出口管制合规官（CECO）带领合规团队，在深耕传统运营商高层合规交流的基础上，积极拓展跨国银行高层的合规互动。团队系统性对外展示公司成熟的合规管控体系与ECSS合规数字化能力，全方位呈现企业合规建设积淀，持续提升海内外政企、金融客户的合作信心与认可度，为双方长期深度、安全、合规的战略合作奠定坚实基础。
We also made progress in strengthening our compliance system. Given the dynamic changes in global export control policies, the company continued to iterate its compliance rule system. In Q2, we revised the corporate-level and BU-level manuals for export control compliance, and updated the relevant business control regulations. Moreover, efforts were made to strengthen the visible control and dynamic early warning of cross-broader compliance risks, with an aim to accurately identify compliance red flags and weak points in business collaboration. Specifically, the company conducted a targeted assessment of export control compliance red flags, and established an end-to-end compliance management process covering policy benchmarking, risk identification, and closed-loop control, providing a more stable, secure, and reliable environment for business partners.
在内部合规体系建设方面，一方面，面对全球出口管制政策动态变化，公司持续迭代合规管理规则体系，我们在二季度修订了出口管制合规手册总册及业务分册，更新了相关业务管控规范。另一方面，为持续提升跨境业务合规风险可视化管控、动态风险预警能力，精准识别业务合作中潜在合规风险信号与管控薄弱环节，公司于二季度全面开展出口管制风险信号专项合规评估工作，搭建起“政策对标-风险识别-闭环管控”的全流程合规管理体系，为各商业伙伴提供更稳定、安全、可信的合作环境。
