ZTE believes that export compliance is of critical importance to the
sustainable development of our partnership. This newsletter outlines the major efforts we have made in
export control compliance in Q2 2025. We deem that these efforts will help manage export control

As for tracking and responding to policy changes, we still faced frequent
changes in laws, regulations, and policies related to export controls and economic sanctions in this
quarter. The General Administration of Customs of China (GACC) released a notice regarding customs
inquiries on export controls on dual-use items. The Chinese government also ramped up full-chain controls
over strategic mineral exports and warned about the risks of violating laws and regulations such as the
Anti-foreign Sanctions Law of the People's Republic of China. In the U.S., BIS announced a rescission of
the Biden Administration's AI Diffusion Rule and rolled out additional measures to strengthen restrictions
on China's semiconductor and AI industries before a replacement rule is issued. Meanwhile, the U.S.
government gradually lifted the comprehensive sanctions on Syria.
在政策监控及应对方面，本季度，出口管制与经济制裁相关法律法规及政策仍在频繁变动。例如，我们注意到中国海关总署发布了关于两用物项出口管制海关质疑有关事项的公告，我们也注意到了中国政府对违反《反外国制裁法》等法律法规所产生的风险的警示。美国方面，BIS（工业与安全局）宣布撤销拜登政府发布的《人工智能扩散规则》（AI
Diffusion Rule），并在替代规则出台前推出额外措施继续加强对中国半导体及AI行业的限制。同时，美国政府开始逐步解除对叙利亚的全面制裁。
In response to these changes, ZTE analyzed the impact in a timely manner and
communicated with partners for countermeasures. The Company will continue to closely monitor changes in
the external regulatory and policy environment. And we look forward to maintaining exchanges with you to
ensure the compliant development of our business.

To empower industry partners in compliant operations, ZTE made continuous
innovations and expanded the services with its Enterprise Compliance Service System (ECSS). We have
launched and upgraded various products and services, including data compliance products, digital
anti-bribery products that are more comprehensive and fit the business conventions of Chinese enterprises
better, AI-powered legal knowledge base, online compliance screening, consulting services of export
control solutions, and export control classification courses.
在为行业合规赋能方面，一方面，中兴通讯在不断推进企业合规服务系统（ECSS）的产品创新与服务拓展工作。近期我们所做的提升包括：进一步完善数据合规相关产品；孵化更加全面且更契合国内企业业务习惯的反商业贿赂数字化产品；构建
AI法规知识库产品；上线合规在线筛查服务；完善出口管制管控方案咨询服务产品，并输出出口管制分类系列课程。
Also, ZTE actively participated in the compliance capability enhancement
programs organized by local government to share our compliance practices, and promoted the deployment of
the ECSS, providing capability support for the compliant development of corporate trade.
另一方面，中兴通讯积极参加地方政府组织的合规能力提升专项活动，介绍中兴通讯的合规实践经验，推广并成功落地新的ECSS实施项目，为企业贸易的合规发展提供能力支撑。

Finally, in this quarter, ZTE further enhanced compliance credibility through
exchanges with external
customers and industry partners, particularly multinational operators and key regional operators. In
addition to ZTE's experience in compliance system building, we also shared our compliance knowledge and
practice with a specific customer in an innovative and systematic manner. Focusing on export control
compliance issues that the customer is highly concerned about, we assisted them in effectively addressing
the risks and challenges after its branches were listed as restricted parties. Through these efforts, we
received letters of appreciation from the senior management of the customers, winning industry recognition
and fully demonstrating the professional value of our compliance building practices. If you want to learn
