[摘要] 从移动性管理、轻量级IP协议适配、多接口异构网络接入等方面入手，对传统IP网络的发展策略进行了探讨。针对造成移动通信网“信令风暴”的原因，提出了从移动终端、无线接入网、核心网等层面共同解决“信令风暴”的对策。

[Abstract] This paper discusses the development strategy for traditional IP networking in terms of mobility management, lightweight IP protocol adaptation, and multiple interface access. It discusses the reasons for signaling storm and proposes solutions at the mobile terminal, radio access network, and packet core network levels.
