网络运行安全完整性等级确定方法研究

摘要：设备故障或系统失效经常引发大面积断网或业务暂停，亟需引入安全完整性体系，以及新的安全完整性等级确定方法。通过分析总结现有多个领域中的安全完整性定级方法，结合信息通信领域特点，提出了网络运行安全完整性等级（NSIL）确定方法。通过实际案例分析，验证了在信息通信领域引入安全完整性体系并确定关键设备或系统的NSIL等级的必要性，为后续建立完善的信息通信领域网络运行安全完整性体系提供理论基础。

Abstract:  Equipment failures or system outages frequently cause large-scale network disruptions or service interruptions, underscoring an urgent need to introduce the safety integrity system and a new method for determining safety integrity levels. By analyzing and summarizing the existing determination method of Safety Integrity Level in multiple fields, combining with the characteristics of the information and communication field, a method for determining the network operation safety integrity level (NSIL) is proposed. Through practical case analysis, the necessity of introducing the safety integrity system in the information and communication field and determining the NSIL level of key equipment or systems is verified, providing a theoretical basis for establishing the well developed network operation safety integrity system in the information and communication field in the future.
